Letter to Editor
MILITARY TRAINING - LIVE FIRE
EXERCISES
by David Livingston

From 1971 to 1973 I had the honor to serve as a Drill Sergeant in the U.S. Army. I didn't serve in Viet Nam - I was put on hold for Officer Candidate School and talked my Company Commander into letting me apply for Drill Sergeant School - I was the honor graduate and attained the rank of E-5 with a little over 6 months in the service.
I'm writing this letter to voice a concern I have about the military being
forced to suspend all live fire exercises at Makua Military Reservation. The Army suspended all live fire exercises at MMR in September 1998 so that the U. S. Fish and Wildlife Service could evaluate the affects of training on endangered plants & wildlife. Live fire training was scheduled
to resume in November 1999 but was preempted by a court injunction requested by the Earth Justice Fund which had sued in Federal Court over the military's use of Makua. In Federal Court the two parties agreed that Makua
Military Reservation needed to be studied, but never came to terms on what kind of study should be done.
Since then, the Army has completed a comprehensive review of the environmental implications of maneuver & live fire training at MMR (Makua Military
Reservation Draft Supplemental Environmental Assessment Dated September 2000) along with taking a series of actions to further demonstrate that they are good stewards of the training lands. The Army now employs 22 full time scientific and professional personnel, augmented by contract personnel from UH and other organizations to manage their extensive environmental efforts. In addition, actions have been proposed in the draft EA to restrict the types of munitions and the size of units employed at MMR in order to further reduce the potential for adverse environmental impact from training.
MMR is managed by the Army but used by the Marine Corps, Air Force, Hawaii
National Guard and Army Reserve. MMR is the only live fire maneuver training
area on Oahu capable of adequately training company size military units
and is critical to the combat readiness of our armed forces who train in Hawaii. I can tell you personally, as one who had to train soldiers for combat, that without a live fire training exercise prior to the
real thing we are putting our military forces in harms way. Nothing can replace
the experience.
Since the just completed Draft Supplemental Environmental Assessment
along with extensive consultation and input from the U. S. Fish and Wildlife
Service and the Hawaii State Historic Preservation office has determined
that the resumption of live fire training exercises supporting company sized military units will not significantly impact or harm endangered species or damage cultural resource sites at MMR exercises should commence immediately.
Our nation exists because we have a well trained military. Hawaii's economy
is dependent on the military. Our young men and women deserve the best training opportunities we can possibly provide. It's time to move ahead.
As a businessman in Hawaii, as a member of the Neighborhood Board in
Hawaii Kai, as a former Veteran, and as the father of a 20 year old who may
someday be asked to serve his country, I ask you to give our military every chance
at success. Give them the facilities they need and the freedom to choose the tactics, munitions, and maneuvers they deem necessary for optimization of our Military forces.
